An Attorney of more than 30 years post call experience, Kumalia’s professional experience traverses commercial and business transactions advisories, legislative, regulatory and institutional framework designs and contract negotiations. Before PPP Advisories, he worked for Prime Law Firm and the Nigerian National Assembly as a legislative draftsman and counsel. He is also a former Minority Leader of Nigeria’s House of Representatives and President of the African Regional Parliamentary Committee on the Lake Chad Basin. Kumalia also holds a Post Graduate Certificate in Legislative Drafting from the Royal Institute of Public Administration, London, is a certified PPP specialist, and has undergone intensive training in the areas of advanced financial modeling, structuring and negotiation of legal agreements for PPP concessions and contracts, PPP skills and competency development, design of legislative, institutional and regulatory frameworks for successful PPPs, to mention but a few.

His key competences include legal, regulatory and institutional framework design, contract negotiations and management, performance evaluation/management and stakeholder communications. Kumalia has advised and represented several public and private institutions on commercial negotiations and contractual issues. He has also drafted several legislations and carried out oversight monitoring and supervision of government departments and agencies. Kumalia led our teams for the Outline Business Case (OBC) Study for the establishment of Mechanic Villages in 9 Pilot states project, the Truck Transit Park (TTP) Project at Illela, Sokoto State, the Truck Transit Park (TTP) project  at Aviele and Benin City Bye Pass, Edo State, the Nigerian Ports Authority Port Concession Methodology project, the Ondo Deep Sea Port project, as well as the Outline Business Case for the Regulation and Data Management of private security operations in Nigeria project.

A former Board member of the Nigerian Bulk Electricity Company (NBET), he is a member of the Nigerian and the International Bar Associations. Kumalia’s political background and exposure in the Nigerian public service at the highest level provides him a bird’s eye view of the local environment and he is regularly consulted on issues of public sector relationship management, stakeholder and civil society management, dispute resolution, and public private partnerships. He is the Managing Partner and CEO of PPP Advisories.
